Published on 30 October 2026 · Facts checked on 30 October 2026

There is no single "best resort" on the Romanian coast: you choose by what you are looking for. For young people and nightlife there are **Costinești**, **Vama Veche** and the club strip in **Mamaia** and **Mamaia Nord**. For quiet, **2 Mai** and the town beach at **Năvodari**. For a mud cure, **Eforie Nord**. For getting there by train, the resorts with a station close to the beach: **Eforie Nord**, **Eforie Sud** and **Saturn**. Access to every beach is free, and the differences in cost come from parking, transport and local taxes.

Below you will find first a table of criteria → resorts, then a section for each criterion and for the pairs compared most often. The list of all the resorts, from north to south, is in the [guide to the Romanian coast](https://peplaiuri.ro/en/guides/litoralul-romanesc#statiunile-in-ordine).

## In short

- Costinești has called itself "the youth resort" for seven decades, and in Vama Veche the music on the terraces goes on until nearly morning in high season.
- The quietest managed beaches are the town beach at Năvodari, wide and almost empty even in August, and 2 Mai, a Lipovan fishing village north of Vama Veche.
- Access to every beach on the coast is free, under Emergency Ordinance (OUG) 19/2006; you pay only for the sunbed and umbrella, and most resorts also have stretches of free beach.
- Năvodari does not charge for parking on public land, while in Mamaia parking costs 4 lei an hour in summer, from 1 June to 31 August (rate announced by Constanța City Hall in May 2025).
- Eforie Nord is the only resort where the beach and the Lake Techirghiol mud cure are a few hundred metres apart.
- Mamaia Nord and Năvodari are the same 6 km beach: in the south, the clubs of Mamaia Nord; in the north, the wide town beach of Năvodari.

## Which resort to choose on the coast: the table by criteria

The table answers the question "where to go to the seaside in Romania" according to what you are looking for. Each row rests on a fact from the resort's page, not on an opinion. Resorts can appear in several rows.

| What you want | Suitable resorts | Why |
| --- | --- | --- |
| Young people, nightlife | Costinești, Vama Veche, Mamaia (centre), Mamaia Nord | open-air discos, terraces and clubs open until morning |
| Quiet | 2 Mai, the town beach at Năvodari, the south of Eforie Sud | wide, empty beach, a fishing village, secluded beaches below Capul Turcului |
| Families with children | Mamaia, Năvodari, Eforie Nord, Jupiter, Venus | shallow water, gentle entry, bays enclosed by breakwaters |
| Budget | Năvodari, the Mangalia resorts, Eforie Nord and Sud | free parking, stretches of free beach, a station nearby |
| Without a car | Eforie Nord, Eforie Sud, Saturn, Mangalia, Costinești | a station or halt from a few minutes to a kilometre from the beach |
| Treatment | Eforie Nord, Venus, Saturn | Techirghiol mud, sulphurous waters, a public sanatorium |
| Nature by the beach | Neptun–Olimp, Saturn, 2 Mai, Vama Veche | the Comorova forest, the Hergheliei marsh, the marine reserve |
| Longest beach | Mamaia | 8 km of managed beach, the longest on the coast |

*Based on the resort pages on the site, with their sources (town halls, Romanian Waters), checked in October 2026. Wild beaches, without managed sectors, are in a separate guide.*

## Which is the best resort on the Romanian coast?

The answer depends on three things: who you are going with, how much noise you can take and how you get there. A few landmarks that can be checked:

- **The largest:** [Mamaia](https://peplaiuri.ro/en/plaja-mamaia), with 8 km of managed beach on the sand spit between the sea and Lake Siutghiol. [Eforie Nord](https://peplaiuri.ro/en/eforie-nord) is the second-largest resort.
- **The closest to Bucharest:** Mamaia again, ~230 km away on the A2. [Vama Veche](https://peplaiuri.ro/en/vama-veche), at the southern end, is ~300 km away.
- **What has changed recently:** Romanian Waters (Apele Române) has widened the beaches in Mamaia, [Eforie Sud](https://peplaiuri.ro/en/eforie-sud), [Neptun–Olimp](https://peplaiuri.ro/en/neptun-olimp) and [Venus](https://peplaiuri.ro/en/venus) by adding sand, and they are now a hundred metres wide or more.

If you do not know what you want, Mamaia has the most options within reach: the beach, [Constanța](https://peplaiuri.ro/en/constanta) 6–7 km away and the water park at the entrance.

- [Mamaia](https://peplaiuri.ro/en/mamaia) — Seaside · Constanța, CT · Free · 3½ – 4 hours · Top 100
The resort with the longest developed beach on the Romanian coast: eight kilometres of sand on the spit between the Black Sea and Lake Siutghiol, widened by more than a hundred metres with dredged sand.
- [Eforie Nord](https://peplaiuri.ro/en/eforie-nord) — Seaside · Eforie, CT · Free · 3½ – 4 hours
The second resort of the Romanian coast, on the strip between the Black Sea and Lake Techirghiol: three kilometres of fine sand and a sapropelic mud cure a few hundred metres from the waves.

## Resorts for young people: Costinești, Vama Veche, Mamaia

[Costinești](https://peplaiuri.ro/en/costinesti) has been "the youth resort" since its first camp, in 1949. It has open-air discos in the centre, beach bars and water-sports bases on the sand, and the landmarks on the beach are the Obelisk and [the Evangelia wreck](https://peplaiuri.ro/en/epava-evangelia). The beach is about a kilometre long, and the peak of the season is in August.

Vama Veche is the alternative end of the coast: a village with terraces open until morning and tens of thousands of people on August weekends. Tents may be pitched only in authorised campsites.

In Mamaia, the central area opposite the Casino is the busiest stretch, with beach clubs. Mamaia Nord also has clubs and music until nearly morning. If you want to sleep early, avoid Costinești, Vama Veche and the south of Mamaia Nord in high season.

- [Costinești](https://peplaiuri.ro/en/costinesti) — Seaside · Costinești, CT · Free · 3½ – 4 hours
The youth resort of the Romanian coast, 31 kilometres south of Constanța: an east-facing beach, the white obelisk on the sand and the rusting wreck of the cargo ship Evangelia.
- [Vama Veche](https://peplaiuri.ro/en/vama-veche) — Seaside · Vama Veche, CT · Free · 3½ – 4 hours · Top 100
The last village on the Romanian coast, a kilometre from the Bulgarian border: two kilometres of fine sand, terraces open until dawn and the waters of a marine reserve.

## The quietest resort on the coast

Among the managed beaches, with lifeguards in season, the quietest are two:

- **The town beach at Năvodari**, the northern end of [Năvodari – Mamaia Nord Beach](https://peplaiuri.ro/en/plaja-navodari): wide and almost empty even in August, with the Petromidia refinery on the horizon.
- **[2 Mai](https://peplaiuri.ro/en/2-mai)**, a Lipovan fishing village in a small bay, quieter than Vama Veche, its neighbour. In 2026 the beach is in the middle of a sand-replenishment project due to finish in 2027; the works stop in summer.

In [Eforie Sud](https://peplaiuri.ro/en/eforie-sud), the cliff rises towards the south at Capul Turcului, above more secluded beaches. [Venus](https://peplaiuri.ro/en/venus) has villas and small hotels among the trees, around a lake. For beaches without sectors and without crowds, such as [Corbu Beach](https://peplaiuri.ro/en/plaja-corbu), [Vadu Beach](https://peplaiuri.ro/en/plaja-vadu) or [Tuzla Beach](https://peplaiuri.ro/en/plaja-tuzla), see the [guide to wild beaches](https://peplaiuri.ro/en/guides/plaje-salbatice).

- [Năvodari – Mamaia Nord Beach](https://peplaiuri.ro/en/navodari-mamaia-nord-beach) — Seaside · Năvodari, CT · Free · 3½ – 4 hours
Six kilometres of wide sand north of Mamaia, split between the beach clubs of Mamaia Nord and the roomy, quieter town beach of Năvodari, with shallow water for hundreds of metres.
- [2 Mai](https://peplaiuri.ro/en/2-mai) — Seaside · 2 Mai, CT · Free · 3½ – 4 hours
A Lipovan fishing village between Mangalia and Vama Veche, with a beach set in a small bay, a fish station at its southern end and the waters of the 2 Mai – Vama Veche marine reserve.

## Cheap resorts on the coast: where you spend less

- **The beach is free everywhere.** Under OUG 19/2006, sector operators may only rent out the furniture and may not restrict access. Eforie Nord, Eforie Sud, Costinești, Neptun–Olimp, Jupiter, Saturn, Mangalia and Vama Veche also have stretches of free beach, for your own towel and umbrella.
- **Parking.** Năvodari does not charge for parking on public land. Mamaia charges 4 lei an hour in summer (rate announced in 2025), and Costinești 3 lei an hour in the central area (2026).
- **Transport.** With a station close to the beach (next section), you can do without a car.
- **Resort tax.** In Mangalia and its resorts, from Saturn to Olimp, you pay 5 lei per adult per day with your accommodation (2026).

The pages of [Eforie Nord](https://peplaiuri.ro/en/eforie-nord), [Eforie Sud](https://peplaiuri.ro/en/eforie-sud) and [Costinești](https://peplaiuri.ro/en/costinesti) cite the press from summer 2026, which put them among the resorts with the lowest sunbed prices.

## To the seaside without a car: resorts with a station near the beach

The Constanța–Mangalia line runs through almost all the southern resorts, and in summer there are direct trains from Bucharest.

- **[Eforie Nord](https://peplaiuri.ro/en/eforie-nord) and [Eforie Sud](https://peplaiuri.ro/en/eforie-sud):** the station is a few minutes' walk from the beach.
- **[Saturn](https://peplaiuri.ro/en/saturn) and [Mangalia](https://peplaiuri.ro/en/mangalia):** Mangalia station, the end of the line, is about a kilometre from the beach.
- **[Costinești](https://peplaiuri.ro/en/costinesti):** the Costinești Tabără halt is about a kilometre from the beach.
- **[Neptun–Olimp](https://peplaiuri.ro/en/neptun-olimp):** they have their own halt, Neptun (Comorova).

The line was closed from October 2025 for the modernisation of the halts and reopened in June 2026, so check the timetable. Between Mangalia and its resorts run the town hall's electric buses; from August 2026 a journey costs 4 lei. You reach Mamaia from Constanța station on the CT Bus 100M, and Vama Veche on the minibuses from Mangalia, 15–20 minutes.

## Resorts for families with children

For small children, the water is what matters: where it is shallow and the entry is gentle. The resort pages say so for [Mamaia](https://peplaiuri.ro/en/plaja-mamaia), for [Năvodari – Mamaia Nord Beach](https://peplaiuri.ro/en/plaja-navodari), where the water stays under two metres deep for almost two hundred metres, and for [Eforie Nord](https://peplaiuri.ro/en/eforie-nord). [Jupiter–Cap Aurora](https://peplaiuri.ro/en/jupiter-cap-aurora) and [Venus](https://peplaiuri.ro/en/venus) have small bays enclosed by breakwaters, with calmer water.

At the opposite end, Costinești and Vama Veche have noisy nightlife, and at Tuzla the entry into the sea is steep and stony. What to do with children away from the beach and which beaches have lifeguards is in the [guide to the coast with children](https://peplaiuri.ro/en/guides/litoralul-cu-copii).

- [Jupiter–Cap Aurora](https://peplaiuri.ro/en/jupiter-cap-aurora) — Seaside · Mangalia, CT · Free · 3½ – 4 hours
Two neighbouring resorts north of Mangalia: Jupiter, its beach split by groynes into small bays, and Cap Aurora, with stepped hotels named after precious stones.

## Resorts for treatment: mud and sulphurous waters

Three resorts have spa treatment next to the beach:

- **[Eforie Nord](https://peplaiuri.ro/en/eforie-nord):** Băile Reci, on the shore of [Lake Techirghiol](https://peplaiuri.ro/en/lacul-techirghiol), where the mud is applied cold and washed off in the salt lake.
- **[Venus](https://peplaiuri.ro/en/venus):** sulphurous waters, at the treatment centre of a hotel on the southern edge; there are no public baths on the beach.
- **[Saturn](https://peplaiuri.ro/en/saturn):** the Mangalia Spa and Rehabilitation Sanatorium, a public health facility, with sulphurous and sea-water baths and mud applications, open all year.

For chronic conditions, the resort pages refer you to a doctor's advice. The difference between salt lakes, mud and baths is explained in the [guide to salt baths and salt lakes](https://peplaiuri.ro/en/guides/bai-sarate-si-lacuri-sarate).

- [Lake Techirghiol](https://peplaiuri.ro/en/lake-techirghiol) — Lakes · Techirghiol, CT · Free
Romania's largest salt lake, a former sea bay next to Eforie: cold mud baths on the Techirghiol shore in summer, flocks of rare birds on water that does not freeze in winter.
- [Saturn](https://peplaiuri.ro/en/saturn) — Seaside · Mangalia, CT · Free · 3½ – 4 hours
The resort that runs straight into Mangalia from the north: 1970s tower hotels, a beach in the middle of being widened, a public spa sanatorium and, behind it all, the Mlaștina Hergheliei nature reserve.

## Mamaia or Eforie Nord?

They are the two largest resorts, on either side of Constanța: Mamaia begins 6–7 km north of the centre, Eforie Nord is 14 km south.

**Mamaia** has 8 km of beach, the gondola lift over the resort, Aqua Magic at the southern entrance and the clubs in the centre. After the sand replenishment of 2020–2021, the beach is 200–250 metres wide in places, but the sand is coarser, with shells, and the walk to the water has become longer. Parking is paid, 4 lei an hour in summer (rate announced in 2025).

**Eforie Nord** has 3 km of beach divided by breakwaters into bays with calm water, the station a few minutes from the sand and Băile Reci a few hundred metres away. The town hall does not publish a parking rate. Choose Mamaia for variety and entertainment, Eforie Nord for the bays, the train and the mud.

## Costinești or Mamaia?

[Costinești](https://peplaiuri.ro/en/costinesti) is a village that turns into a youth resort in summer, with about a kilometre of beach in a bay open to the east, open-air discos and the Evangelia wreck at the northern end. [Mamaia](https://peplaiuri.ro/en/plaja-mamaia) is an 8 km boulevard resort, with hotels, beach clubs, a gondola lift and a water park.

At Costinești, the shore has been a building site since 2025: five breakwaters and a sand replenishment will bring the beach to 100 metres wide over 2.7 km. The works stop during the season. Parking costs 3 lei an hour in the central area (2026), compared with 4 lei in Mamaia. With small children, the Costinești page warns about the noisy nightlife; Mamaia has shallow water and a gentle entry.

## Eforie Nord or Eforie Sud?

They are the two halves of the town of Eforie. [Eforie Nord](https://peplaiuri.ro/en/eforie-nord) is bigger and livelier: the seafront with tower hotels, the Pier (Debarcaderul), Eforie Aqua Park, the bays between the breakwaters and Băile Reci for the mud.

[Eforie Sud](https://peplaiuri.ro/en/eforie-sud) sits on a high cliff, with interwar villas, a park in the centre and the Art Deco Casino from the 1930s, now in poor repair. Its beach, for a long time the narrowest on the coast, was rebuilt between 2021 and 2023 and is now 100–140 metres wide over 5.7 km. You go down to the beach by the cliff stairs, which makes it harder with a pushchair. To the south, below Capul Turcului, there are more secluded beaches. Both have their own station.

## Mamaia or Vama Veche?

[Mamaia](https://peplaiuri.ro/en/plaja-mamaia), on the edge of Constanța, is the resort of hotels along a boulevard, with 8 km of beach and all the services of a city 6–7 km away.

[Vama Veche](https://peplaiuri.ro/en/vama-veche) is the last village, a kilometre from the border with Bulgaria: about 2 km of beach with fine sand, sectors with sunbeds and free stretches, terraces open until morning and authorised campsites. The water off the beach is part of the [2 Mai – Vama Veche Marine Reserve](https://peplaiuri.ro/en/rezervatia-marina-2-mai-vama-veche), and out at sea you can see the bow of the Akra Aktion wreck.

From Bucharest, Mamaia is ~230 km away, Vama Veche ~300 km. On August weekends, the road from Mangalia to Vama Veche is slow going.

- [2 Mai – Vama Veche Marine Reserve](https://peplaiuri.ro/en/2-mai-vama-veche-marine-reserve) — National parks and reserves · 2 Mai, CT · Free
The only marine reserve on the Romanian coast: the waters between 2 Mai and the Bulgarian border, with stone reefs, brown seaweed beds and mussel banks to see with a mask or on a dive.

## Neptun or Olimp?

[Neptun and Olimp](https://peplaiuri.ro/en/neptun-olimp) are practically a single resort, about 6 km north of Mangalia: they share the same 3 km beach, recently widened to about a hundred metres, the same town hall and the same resort tax, 5 lei per adult per day (2026).

**Olimp**, the northern part, stands on a high bank, with the Amfiteatru–Belvedere–Panoramic complex from 1972, with stepped-back floors, and with tower hotels. **Neptun**, the southern part, has its hotels behind the Neptun I and Neptun II lakes, with boats and pedalos, the summer theatre, the bazaar and the amusement park. The Comorova forest, the only one on the coast, lies behind both. In the north of Neptun, the complex of official protocol villas has its own beach, closed to the public.

## Mamaia Nord or Năvodari?

Mamaia Nord does not belong to Mamaia but to the town of Năvodari, and it is the same beach as the town's: [Năvodari – Mamaia Nord Beach](https://peplaiuri.ro/en/plaja-navodari), about 6 km from the end of Mamaia to the port of Midia.

**Mamaia Nord**, the southern part, about 11 km from the centre of Constanța, has new apartment blocks, beach clubs and music until nearly morning; the area is still a building site.

**Năvodari**, the northern part, about 18 km from Constanța, has a wider and emptier beach, with the Midia breakwater and the refinery on the horizon. A 4.2 km granite promenade links them. Parking on public land is free along the whole length, and the Phoenicia and Axxis sectors have the Blue Flag for 2026.

## The seaside in Romania or Bulgaria?

This guide describes only the Romanian coast; the Bulgarian resorts have no pages on the site, so it does not compare them with figures. What can be said for certain: the Romanian beach ends at [Vama Veche](https://peplaiuri.ro/en/vama-veche), less than a kilometre from the border, and the border crossing towards Durankulak is a kilometre further south. The border may be crossed only at the border crossing, not along the beach.

On the Romanian side, access to the beach is free by law (OUG 19/2006), and lifeguards are on duty in the summer season.

## Before you choose a resort

The tourist season runs by law from 1 May to 30 September, but beach sectors are generally set up from mid-May. When the water is warmest is in the [guide to the seaside season](https://peplaiuri.ro/en/guides/sezonul-la-mare). The lifeguards' flags are explained in the [guide to jellyfish, sharks and flags](https://peplaiuri.ro/en/guides/meduze-si-rechini-in-marea-neagra), and the most beautiful managed beaches in the [guide to beaches](https://peplaiuri.ro/en/guides/cele-mai-frumoase-plaje-din-romania). What to take to the seaside and how to get there, in brief, is in the [practical section of the guide to the coast](https://peplaiuri.ro/en/guides/litoralul-romanesc#practic).
