About Mangalia Beach
In Mangalia the sea begins right at the edge of the old town. The beach starts in the south, beside the northern breakwater of the port, and runs up towards the Saturn resort beneath the high bank carrying the promenade. Unlike the resorts around it, the sand here is a few steps from the town's streets: the Esmahan Sultan Mosque and the Callatis museum are a few minutes' walk away.
The beach belongs to the Mangalia–Saturn lot of the "Coastal Erosion Reduction – Phase II" project, run by the Romanian water authority through its Dobruja-Coast basin administration. Along 2.5 km of shore the Dutch firm Van Oord has built four offshore breakwaters, finished in spring 2026, and in September 2026 it began the sand nourishment that turns the narrow strip of recent years into a wide beach. The new beach is expected to be ready for summer 2027.
Above it, the Mangalia–Saturn promenade was rebuilt with EU funds and opened in September 2022: 2.5 km of paved walkway from the Paradiso hotel up to Saturn, with a granite-faced sea wall, new lighting, a shaded viewpoint and ramps for disabled visitors.
What you can see
At the southern end the beach rests against the port breakwater; beyond it rise the cranes of the shipyard, and next to it lies the marina, built between 2006 and 2008, with 146 berths for craft up to 18 m long. Every year on Navy Day, 15 August, it hosts military parades, concerts and fireworks. Northwards the sand runs below the Paradiso hotel, beside which the Spa Sanatorium has its treatment centre, with a sulphurous water pool at 32–34 °C, and carries on towards Saturn. In the morning the sun rises straight out of the sea, between the breakwaters offshore.
Good to know
Since September 2026 heavy machinery has been working on the beach, and parts of it are a building site until the nourishment is finished. The special resort tax of 5 lei a day for adults is paid where you stay, not at the entrance to the beach.

- Getting there
By car: Mangalia lies ~45 km south of Constanța on the DN39 (E87), the coast road through Eforie, Costinești and the resorts in the north of the municipality. From Bucharest it is ~270 km, about three hours, on the A2 to Constanța and then on the DN39. In town you reach the beach from the marina area or from beside the Paradiso hotel.
Public transport: Mangalia station is the end of the Constanța–Mangalia railway line, and in summer there are also direct trains from Bucharest; from the station to the beach is about a kilometre. Goldterm Mangalia's electric buses link the town with the resorts on three routes, including Mangalia–Olimp; since August 2026 a journey costs 4 lei, free for Mangalia schoolchildren, pensioners on pensions under 4,000 lei and other categories set by the town hall.
- Where to park
The nearest public car parks are around the marina and in the streets behind the promenade, and the seafront hotels have their own. In June 2025 the local council suspended parking charges in public areas of the town and its resorts for the whole summer (the original proposal was 3 lei an hour in Mangalia). For the 2026 season the arrangement has not been confirmed publicly, and private car parks are charged separately, so check the signs or ask where you stay.
- Fees & discounts
Access to the beach is free along its whole length. On the equipped sections you pay only for a sunbed and an umbrella, at the rates displayed by each operator; stretches of free beach without furniture remain as well. Separately, anyone staying in Mangalia or its resorts pays the special resort tax in 2026, 5 lei a day for every visitor over 18, collected by the accommodation; exemptions include war veterans and war widows, people with severe or marked disabilities and those on a state-funded treatment voucher.
- Rules
The beach is public property: under Emergency Ordinance 19/2006, sector operators must leave access and movement across the sand free. No cars or quad bikes on the beach, no camping and no street trading. Pets are admitted only with the beach operator's agreement and on a lead. Watch the flags at the lifeguard posts: red over yellow means the beach is supervised, red means bathing is forbidden, yellow that swimming is not advised. While the nourishment is under way, keep clear of the work areas and the machinery.
