About Constanța City Beaches
Constanța has a beach inside the city itself: a strip of sand that starts beside the fish market and Lake Tăbăcărie and ends below the cliff of the old town, a few steps from Tomis Port. It is split into three parts with old names — Tataia to the north, Trei Papuci below the Faleza Nord district and Modern to the south — over which dozens of privately run sectors have settled: Reyna, Zoom, White Beach, Cavo, Moon Beach.
Modern takes its name from a bathing establishment opened in July 1906 at the seaward end of Alexandru Lahovari street, the "Băile Moderne" of Morfi and Athena Papastavru. Sand gathered by itself in the bay closed off by the jetty begun by the engineer Petre Zahariade, and by the 1920s there was already a beach. Trei Papuci was laid out in 1929 with more than three hundred cabins and became the fashion of the interwar summers. Under communism, Modern was for a while called Muncitorul, the Workers' Beach.
Between 2014 and 2016 the Romanian water authority rebuilt the city's shore across three sectors — Tomis Nord, Tomis Centru and Tomis Sud, 3.4 km end to end — pouring almost two million cubic metres of sand and building groynes and submerged breakwaters. In places the beach is now more than a hundred metres wide.
What you can see
The three areas look quite different. At Modern the bay is closed off by stone breakwaters and the water stays calm; above it rises the cliff with its esplanade and the Greek Church, and to the right you can see Tomis Port. Trei Papuci, below the blocks of Faleza Nord, is the longest and the most divided up between beach bars, with volleyball courts and music into the evening. Northwards, towards Tataia and the fish market, the sand empties out and stays close to the Dolphinarium and Tăbăcărie park.
Good to know
The esplanade above Modern Beach is run down, with broken paving and graffiti; the city has obtained the permit to consolidate the slope beside the Greek Church, but as of autumn 2026 the works had not started. Along the Faleza Nord – Dolphinarium stretch the promenade is being rebuilt. Between 2017 and 2024 the Neversea festival was held on the beaches between Modern and Trei Papuci; since 2025 it has not been staged here.

- Getting there
By car: Bucharest is ~225 km away on the A2, about two and a half hours. You reach Modern Beach from the peninsula, down Strada Mircea cel Bătrân beside Tomis Port. Trei Papuci and the Faleza Nord sectors are approached from Bulevardul Mamaia, down the streets running to the sea, and Tataia lies beside the fish market on the way out to Mamaia.
Public transport: CT Bus route 42 (Tomis Nord – Centru – Tomis Port) drops you a few steps from Modern Beach, and route 102 (Pescărie – Bd. Mamaia – Zona Industrială) runs past Faleza Nord, the Dolphinarium and the fish market. In summer the CiTy Tour sightseeing line also runs, with hop-on/hop-off double-deckers stopping at the casino, the aquarium, Tomis Port and the Dolphinarium: 7 lei a single journey, 11 lei for a day pass. Trains from Bucharest reach Constanța in two to three hours, and it is about 3 km from the station to the peninsula.
- Where to park
The whole peninsula area, from which you walk down to Modern Beach, is classed as parking Zone 0: the first 30 minutes are free, then it is 4 lei/hour including VAT, 30 lei for 24 hours and 100 lei for seven days. Between 1 June and 31 August it is charged around the clock, Monday to Sunday, including public holidays; between 1 September and 31 May only Monday to Friday, 08:00–20:00, and free the rest of the time. The streets on Faleza Nord and behind the beaches are Zone 2, at 1 leu/hour and 10 lei a day, likewise charged Monday to Friday, 08:00–20:00. You pay at the meter, with a scratch ticket, by SMS to 7475 or through the Constanța Parking app. Some beach sectors have their own paid car parks, which fill up early in the morning in July and August.
- Fees & discounts
There is no admission ticket for the beach: access is free along its whole length, including through the sectors run by beach bars, which may only charge for the furniture. In the summer of 2026 the rates posted by the Constanța sectors ran from about 25 lei per person a day on Faleza Nord to 50–60 lei at Modern and at the newer beaches in the Trei Papuci bay, with a difference between weekdays and weekends; some sectors ask for a minimum spend instead of a rate (around 50 lei on weekdays, 70 at weekends), and a few give students 50% off from Monday to Thursday. Prices vary from one sector to the next and go up in July and August.
- Rules
The beach is public property, and under Emergency Ordinance 19/2006 sector operators must leave access and movement free. No cars, quad bikes or motorcycles on the sand, no camping and no street trading. Pets are admitted only with the beach operator's agreement, kept on a lead and muzzled if they are of a dangerous breed. Watch the flags at the lifeguard posts: red over yellow means the beach is supervised, red means bathing is forbidden, yellow that swimming is only for strong swimmers, and black and white chequered marks an area reserved for craft.
