On the Romanian Black Sea coast, with small children you look for beaches with shallow water, a gentle slope into the sea and a lifeguard: Năvodari – Mamaia Nord Beach, where the water stays under two metres deep for almost two hundred metres, Neptun–Olimp and Venus, after the beach replenishment, plus the calm bays between the breakwaters at Eforie Nord and Jupiter–Cap Aurora. Off the beach, the two activities designed for children are Aqua Magic Mamaia, a water park open only in summer, and the Constanța Dolphinarium, with an indoor hall and opening hours all year round.

Below you will find the resorts compared on what matters to a family, the beaches to avoid with little ones, the two activities with their hours and prices, and what else there is to do when you are not on the sand. The list of resorts from north to south is in the guide to the Romanian seaside, and choosing by other criteria (quiet, budget, nightlife) in the guide to which resort to choose.

In short

  • The shallowest published water is at Năvodari – Mamaia Nord: the underwater sandbank runs for almost two hundred metres without going deeper than two metres.
  • Neptun–Olimp and Venus also have a gentle slope into the sea, after the beach replenishments of 2023–2025, and Eforie Nord, Jupiter, the north of Venus and Modern Beach in Constanța have bays with calm water between breakwaters.
  • Tuzla Beach drops off steeply, with stones, while Corbu and Vadu have shallow water but no lifeguard; in Costinești and Vama Veche the music goes on at night.
  • At Aqua Magic Mamaia, in summer 2026, children under 140 cm paid 90 lei, adults 130 lei and children under 3 went in free; the park has a baby pool and is closed until next summer.
  • At the Constanța Dolphinarium children under 7 go in free; since 15 September 2026 the dolphin show is daily at 12:00, and a ticket for a child over 7 costs 8.88 lei until 30 April 2027.
  • Romania's National Institute of Public Health advises avoiding prolonged sun exposure between 11:00 and 18:00 and says that babies under 6 months should not be exposed to direct sun.

Seaside resorts for families with children

For a child who is only just learning to be in the water, three things matter: how gently the sea gets deeper, whether the water is sheltered from the waves and whether a lifeguard is on duty. The table sets the resorts side by side on these criteria, with the details from each one's page. All the managed beaches have lifeguards only in the summer season; outside it, there is just the sand.

The best fits for small children are Năvodari – Mamaia Nord, for the shallow water, and the resorts in the south, Neptun–Olimp, Jupiter–Cap Aurora and Venus, with widened beaches and bays between breakwaters. Eforie Nord adds bays enclosed by stone breakwaters. Mamaia has the longest managed beach, but the replenishment has left hollows on the seabed in places: go into the water in front of the lifeguard posts.

Beaches for kids: where the water is shallow and the slope gentle

Shallow water for hundreds of metres. At Năvodari – Mamaia Nord Beach the sandbank under the water runs for almost two hundred metres without going deeper than two metres. Further north, beyond the old holiday camp, the beach stays wide and almost empty even in August, far from the clubs of Mamaia Nord. The 4.2 km granite promenade is flat and has no steps, so it is good for a pushchair.

A gentle slope after replenishment. At Neptun–Olimp the dry sand is now a hundred metres wide on average, and the way into the sea is much gentler than before. At Venus the beach has fine sand and a gentle slope, and the Constanța City Beaches and Mamaia also slope gently into the sea, according to their pages.

Calm water between breakwaters. At Eforie Nord the stone breakwaters perpendicular to the shore enclose bays with calm, shallow water. Jupiter–Cap Aurora also has small bays between breakwaters, and at Venus there are the ones in the north, enclosed by tetrapods. In Constanța, the bay of Modern Beach is enclosed by breakwaters and the water stays calm.

The ranking of beaches by beauty and the Blue Flag are in the guide to the most beautiful beaches.

Beaches less suited to small children

  • Tuzla Beach: the way into the water is steep, with stones; its page lists it as unsuitable for children.
  • Corbu Beach and Vadu Beach: the sea slopes gently, with shallow water far from the shore, but these are wild beaches with no lifeguard. With a child in the water, that matters more than the depth. The details are in the guide to wild beaches.
  • Costinești and Vama Veche: the water is not the problem, the night is. Costinești has open-air discos in the centre, and in Vama Veche the music from the terraces goes on until almost morning in high season.
  • Mangalia Beach and Saturn: since September 2026 machinery has been working on the beach, and parts of it are a building site until the replenishment is finished, expected before summer 2027.
  • 2 Mai: in the northern part the way into the water is gentle and there is a lifeguard in season, but the beach is in the middle of a replenishment project and the sections change from one year to the next.

The beaches in the delta, with a long boat trip, are compared in the guide Sulina or Sfântu Gheorghe.

Aqua Magic Mamaia with kids: pools, slides, prices

Aqua Magic Mamaia is the water park at the southern entrance to Mamaia, between the boulevard and Lake Siutghiol. For little ones it has the Waterplayground and a baby pool, and the Lazy River, the 360 m river you float down on a ring, is 1.3 m deep. Children do not swim in it: only the park's rings are used.

The slides have age and height limits: under 6 or under 120 cm there is no access to the Multislide, River Ride, Black Hole and others; the Side Winder requires 8 years and 140 cm, and the Kamikaze, Twister, Mega Pipe and Space Bowl are not allowed under 10. The child ticket is defined by height: over 140 cm, a child pays the adult price. Children must be supervised by an adult at all times, and they go into the pools only in a swimsuit or a swim nappy. You cannot bring in food and drinks from outside.

The park is summer-only, and the 2026 season has ended. The slides may stop in wind or storms. For a full day, come at opening time; after 15:00 the ticket is cheaper.

The Constanța Dolphinarium with kids: show times and tickets

The Constanța Dolphinarium, on Mamaia Boulevard, in the north of Constanța, is ~3 km from Aqua Magic. The dolphin show lasts about 25 minutes and is watched from an indoor hall with 1,300 seats, so it works when it rains and in winter too. The same ticket covers the Microreservation, a park of about 12 hectares with pelicans, swans, mouflons and fallow deer, and the exotic bird pavilion. The complex also has children's playgrounds.

The show is at fixed times, which change from one season to the next: since 15 September 2026, daily at 12:00; in summer 2026 it was held at 11:00 and 15:00. You go into the hall 10 minutes beforehand, and latecomers miss the show. Pushchairs cannot go into the hall: they stay in the entrance hallway. The planetarium on the same site has a separate ticket, and children under 7 can only attend the 10:00 show. The sea lion shows are suspended, and the aquarium is still temporarily closed.

What to do with kids on the coast off the beach

  • The Mamaia gondola lift: it crosses the resort over 2.1 km, 50 m up, and passes over Aqua Magic. It closes in mid-September; the price is not on the Mamaia page.
  • The Neptun lakes: at Neptun–Olimp, on the Neptun I and II lakes, right behind the beach, you can go out in a boat or a pedal boat; the resort also has an amusement park and the Comorova forest, with walking paths.
  • The Evangelia wreck, at Costinești: you can see it for free from the shore or from the pier. It is only for looking at: you do not climb onto it or swim out to it.
  • Agigea Marine Dunes Reserve: a free themed trail, daily between 8:00 and 18:00, with registration at the guard post. In summer the sand gets hot: closed shoes, water and a hat.
  • Constanța on foot: the Constanța Peninsula is a pedestrian area, with the seafront promenade up to Tomis Port. At the Constanța Casino children under 7 go in free with a parent, and pushchairs stay at reception. The rest of the city is in the Constanța guide.
  • Lake Siutghiol: a lakeside promenade with paths and benches, while the boats and water sports are run by private companies, with their own prices.
  • Callatis Citadel, at Mangalia: at the museum, children under 7 go in free.

When it rains, the two options under a roof are the Dolphinarium, with its indoor hall, and the Casino (closed on Tuesdays, on the autumn–winter 2026 schedule). In Saturn, two hotels have water parks intended mainly for their guests, and Eforie Nord has an aqua park.

With a pushchair on the beach: what is published and what is not

On the sand, a pushchair is hard going everywhere: the pages of all the resorts say so. What helps are the promenades: the one at Năvodari, 4.2 km long, is flat and has no steps, the one in Mamaia is flat and tarmacked, and the Mangalia–Saturn seafront has 2.5 km of paving, with ramps. At Eforie Nord and Eforie Sud, you go down to the beach by the steps on the cliff. A baby carrier gets round the sand problem.

Baby changing facilities and pushchair access to the beach sections are not published by the city halls or the operators. The resorts' pages list showers, changing cabins and toilets at the managed sections, with no further details. At Aqua Magic, the website says nothing about pushchairs or changing facilities. If you need them, phone ahead: the numbers are on the page of each sight.

What to take to the seaside in general, access and the season in brief are in the "Practical" section of the seaside guide, and the water temperature by month in the guide to the beach season.

The sun and children's safety at the seaside

For the sun, the official advice comes from Romania's National Institute of Public Health (INSP), in its heatwave statement: avoid, as far as possible, prolonged and direct exposure to the sun between 11:00 and 18:00 and use sun cream on exposed skin. Children under 6 months should not be exposed to direct sunlight; for them, INSP recommends light clothes that cover the arms and legs, a wide-brimmed hat and sunglasses with UVA/UVB protection for babies. Between 6 and 12 months, sun protection products for infant skin can be used, on the advice of the child's doctor. INSP also asks for water to be drunk regularly and warns against covering the pushchair with a dry cloth, because the temperature inside rises. This guide gives no other medical advice: ask your paediatrician.

In the water, go in with your child only where a lifeguard is on duty and follow the flags at the lifeguard towers. What each flag means, how dangerous the jellyfish in the Black Sea are and what the lifeguards say are in the guide to jellyfish, sharks and flags.
