The sights of Tulcea come in two kinds: in the city, the “Danube Delta” Ecotourism Museum Centre (Centrul Muzeal Ecoturistic „Delta Dunării”, the aquarium), the art, history and ethnography museums, the waterfront with the river station (Gara Fluvială) and Monument Hill; around it, 26–73 km away, the Celic-Dere, Saon and Cocoș monasteries, the Noviodunum, Enisala, Halmyris and Argamum fortresses and the Măcin Mountains. Tulcea is also the gateway to the Danube Delta: the boats to Sulina and Sfântu Gheorghe leave from the river station.

Below are the places to visit in the city of Tulcea and in the county, grouped by direction, with the distance from Tulcea and the length of the visit. What you see in the Delta itself is in the Danube Delta guide, and the current opening hours and prices are on the page of each attraction. The attractions that have a page on the site are also on the Tulcea county page and on the map.

In short

  • In the city of Tulcea you can also visit the Art Museum in the Pasha's Mansion (Conacul Pașei), the History and Archaeology Museum on Monument Hill, with the ruins of the Aegyssus fortress, and the Ethnography and Folk Art Museum; all the institute's museums are closed on Mondays.
  • The Tulcea river station (Gara Fluvială), on the waterfront, is where the Navrom Delta boats leave for Sulina, Sfântu Gheorghe and Periprava.

Tulcea attractions: the city and the county in one table

The table brings together the places to visit in Tulcea and in the county, from those in the city centre to those an hour or so away. The sights in the city can be seen on foot in a day; those in the county are combined two or three at a time in the same direction: west (Niculițel, Isaccea, Măcin), south (Babadag, Enisala, Razim, Jurilovca) or east (Murighiol).

What to see in the city of Tulcea: museums, waterfront and Monument Hill

The sights in the city of Tulcea are close to one another, between the Danube waterfront and Monument Hill. The “Gavrilă Simion” Eco-Museum Research Institute (ICEM Tulcea) has four museums here:

  • The “Danube Delta” Ecotourism Museum Centre, with the aquarium, by the waterfront (next section).
  • The History and Archaeology Museum, opened in 1975 in the Independence Monument Park, on the site of the ancient fortress of Aegyssus. On Monument Hill you can see several late Roman archaeological complexes, and next to them stands the Independence Monument, destroyed in 1916–1918 and rebuilt in 1932 and 1977 (Tulcea city hall).
  • The Art Museum, in the Pasha's Mansion (Conacul Pașei), a listed building put up in the 1860s as the administrative palace of the sanjak of Tulcea: modern painting and sculpture, icons, Oriental art.
  • The Ethnography and Folk Art Museum, in the former National Bank building: embroidered towels, carpets, metal vessels, folk costume and Aromanian folk art.

All of them are closed on Mondays. Besides them, the city hall lists among the attractions the Azizie Mosque, built in 1877, St Nicholas Cathedral, Casa Avramide and the waterfront.

Tulcea Aquarium: the “Danube Delta” Ecotourism Museum Centre, opening hours and price

“Tulcea Aquarium” and the “Danube Delta” Ecotourism Museum Centre (Centrul Muzeal Ecoturistic „Delta Dunării”) are the same place: the official name is the second one, a section of ICEM Tulcea, and its page on the site is Tulcea Aquarium. On the institute's website the spelling “Eco-Turistic” also appears.

The public aquarium holds about 150 tonnes of water, 24 fish species from the Danube and the Black Sea, 23 reef fish species, marine invertebrates and corals, and in the largest tank you walk through a tunnel among sturgeons. The permanent exhibition recreates the Delta, the Razim–Sinoie lagoons and the Măcin Mountains in dioramas. The visit takes about an hour.

Opening hours and price (icemtl.ro, October 2026): Tuesday–Sunday 9:00–18:00, last entry at 17:00, closed on Mondays. The ticket costs 30 lei for adults, 20 lei for pensioners and 7 lei for pupils and students. Reductions, guided tours and announced closing days are on the attraction's page.

Tulcea river station: the gateway to the Danube Delta

The river station (Gara Fluvială) is on the Tulcea waterfront, a few minutes' walk from the Ecotourism Museum Centre. The Navrom Delta boats leave from here for Sulina, Sfântu Gheorghe and Periprava; tickets are sold at the river station or online. Private boats leave from a different place, Port Tulcea Aval. On the waterfront and at the river station there are public pay car parks.

The boat timetable, prices and boat trips are in the guide to Danube Delta trips. What you see once you reach the Delta, from the Danube Delta as a reserve to the villages on its branches, is in the Danube Delta guide.

Monasteries near Tulcea: Celic-Dere, Saon and Cocoș

The three monasteries are west of Tulcea, in the hills towards Niculițel, and can be combined in a single outing.

  • Celic-Dere Monastery, ~26 km away, in Frecăței commune, is a nunnery, with a white church at the top of a monumental staircase, rose gardens and a wooden windmill that is a listed monument. Its feast day is 15 August.
  • Saon Monastery, in Niculițel commune, ~28 km away, is also a nunnery, dedicated to the Ascension of the Lord. It began in 1846 as a dependency of Celic-Dere, became independent in 1881 and a nunnery in 1930 (Diocese of Tulcea).
  • Cocoș Monastery, ~37 km away, in a forest clearing near Niculițel, is a monastery of monks, with a three-towered church from 1911–1913 and a bell tower of ~30 m. Since 1973 it has kept the relics of the martyrs found at Niculițel.

At all of them you go in with shoulders and knees covered, and women cover their heads in church.

Fortresses in Tulcea county: Enisala, Halmyris, Argamum and the Danube fortresses

Tulcea county has six fortresses on the site, but only two can be visited with opening hours and a ticket.

  • Enisala Fortress, ~40 km away, is the 14th-century medieval fortress on the hill above lakes Razim and Babadag. Ticket 20 lei; from 1 October 2026, Tuesday–Sunday 8:00–16:00.
  • Halmyris Fortress, near Murighiol, ~42 km away, is the Roman fortress where the crypt of the martyrs Epictetus and Astion was found. Ticket 12 lei; Wednesday–Sunday 8:00–16:00, closed on Mondays and Tuesdays.
  • Argamum Citadel, ~60 km away, on Cape Doloșman, near Jurilovca: the Greek city of Orgame and four early Christian basilicas, in the open air.
  • On the Danube, to the west: Noviodunum Fortress at Isaccea, the base of the Roman fleet, Troesmis Fortress at Turcoaia and Dinogetia Fortress at Garvăn. They are archaeological sites without opening hours, without a published ticket price and without visitor facilities.

Noviodunum, Dinogetia, Troesmis and Halmyris are part of the “Danube Limes” nomination, on the UNESCO Tentative List since 2020. Prices are from icemtl.ro, October 2026.

To the west: Niculițel, Isaccea and the Măcin Mountains

The road west, the DN22, gathers most of the sights around Tulcea. At Niculițel (~29 km) is the Early Christian Monument, a basilica from the end of the 4th century, with a crypt in which the martyrs Zotikos, Attalos, Kamasis and Philippos were found; ICEM opens it Tuesday–Sunday 8:00–16:00, with a 20 lei ticket (October 2026). From Niculițel, Cocoș Monastery is ~8 km away.

Isaccea (~38 km) has Noviodunum Fortress ~3 km to the east, on the bank of the Danube. Further on, ~73 km away, Măcin Mountains National Park has marked trails from Greci, with the highest peak, Țuțuiatu, at 467 m, and the Pricopan Ridge from the town of Măcin (~76 km). Entry to the trails costs 10 lei and is valid for 2 days. From Măcin, Troesmis is ~14 km away, and Dinogetia is at Garvăn, on the same DN22.

To the south: Babadag, Enisala and Lake Razim

To the south, the road goes through Babadag (~37 km), from where Enisala Fortress is ~12 km away. From its walls you see Lake Razim, the largest lake in Romania, of about 415 km². The old fishing harbour in Sarichioi, on the western shore, is ~30 km from Tulcea, with free access. To go out on the water you need the ARBDD access permit; how to get it is explained in the guide to a first visit to the Delta.

At the southern end, near Jurilovca, is Argamum Citadel. Further on, Histria Citadel is no longer in Tulcea county, but in Constanța county.

Common confusions: what you don't visit from Tulcea by road

  • The aquarium and the museum centre are not two attractions: it is a single building, with a single ticket.
  • The villages and forests of the Delta (Mila 23, Letea, Caraorman, Sulina, Sfântu Gheorghe, Gura Portiței) are not “around Tulcea” in the usual sense: most of them can only be reached by water. They are described in the Danube Delta guide.
  • Histria often appears on “Tulcea attractions” lists, but it is in Constanța county.
  • Halmyris and Argamum are outside the city, but close to the Delta: Halmyris lies on its edge, near Murighiol, and Argamum is within the Danube Delta Biosphere Reserve, where ARBDD sells access permits.

Tulcea in one or two days: what you need to know

The day matters more than the road. On Mondays all the ICEM museums in Tulcea, the Early Christian Monument at Niculițel and Enisala Fortress are closed; Halmyris Fortress is also closed on Tuesdays. The hours in force from 1 October 2026 close the history and ethnography museums, Niculițel, Enisala and Halmyris at 16:00, the Art Museum at 17:00 and the museum centre at 18:00, so the sights in the county are best seen in the morning. The Danube fortresses and Argamum have no shade and their last kilometres are on dirt roads: water, a hat, closed shoes. For the monasteries, modest dress. A two-day option: the city on the first day, then a day to the west (Celic-Dere, Saon, Niculițel, Cocoș, Isaccea) or to the south (Enisala, Razim, Argamum).
